C. In the B-3, B-5, and B-6 zones, structured
    parking is subject to the following standards:
    1.   Parking structures shall incorporate
         ground-floor retail space or other non-
         parking and active use space along all
         street frontages. Such retail or active
         space shall maintain a minimum depth of
         30 feet from all street-facing façades of
         the structure.
    2.   The Planning Board may waive the
         requirement for ground-floor retail or
         other non-parking and active use space
         upon demonstration that the project
         meets at least one of the following criteria:
         a.   The applicant demonstrates that
              steepness of grade or the character of
              the adjacent street does not support
              retail or other non-parking and active
              use space.
         b.   The ground floor of the garage is set
