B-5   To provide areas on or proximate to the waterfront, downtown, and the peninsula where a mixture of uses,
          including marine, industrial, commercial, and a broad range of residential options, is encouraged. The B- 5 zone
          is characterized by larger underdeveloped lots with great potential for dense, clustered, urban mixed-use
          development and reuse of existing land and buildings. It is anticipated that the dense, mixed-uses of the B-5
          zone will rely on a shared infrastructure system, including service alleys, parking lots, public transportation
          facilities, stormwater management, and driveways.
