(3)   After a Preservation Order has been issued, an Applicant may apply to the
      Commission for a reduction of the Demolition Delay period. Within forty-five (45)
      days following the Commission’s receipt of such request, the Commission shall
      hold a Public Hearing in accordance with the procedures of Section E(2) to consider
      whether or not to reduce the delay period through the issuance of a Demolition
      Authorization. At this Public Hearing, the Commission may consider whether the
      Applicant has taken any of the following actions:
