(5) Appeals. The decisions or orders of the Superintendent of Public Works or their
        designee may be appealed to the Town Manager by the party who is the subject of the
        decision or order. A written notice of appeal shall be filed with the Town Manager within
        30 days of receipt of the order or decision being appealed. The Town Manager shall hold
        a hearing within 30 days of receipt of the notice of appeal and shall issue a decision
        within 30 days of conclusion of the hearing. Further relief from a decision by the Town
        Manager shall be to a court of competent jurisdiction.
