361 chars(3) The Town Manager may appoint up to 4 alternate members to the Commission. Each
alternate member shall have the right to act and vote in the place of 1 regular member
should the regular member be absent from a meeting or be unwilling or unable to act
or vote. The alternate members shall be appointed for staggered 3-year terms.
