(1) This Bylaw defines requirements for Employer notification to Employees performing
           work within Town limits concerning Compensation and claims with respect thereto
           and shall not be construed to preempt, limit, or otherwise affect the applicability of
           any other law, regulation, requirement, policy, or standard that provides for more
           stringent requirements with respect to Compensation obligations. Nothing in this
           Bylaw shall be interpreted or applied so as to create any power or duty in conflict
           with federal or state law, and such laws shall supersede any inconsistent provisions
           set forth herein. This Bylaw shall not be construed to preclude any person aggrieved
           from seeking judicial review of any final decision or order made under this Bylaw.
