(2) The Commission, upon a written complaint of any resident, or owner of property
           within the Town, or upon its own initiative, may, with approval of the Town
           Manager, institute any appropriate action or proceedings in the name of the Town to
           prevent, correct, restrain, or abate a violation of this bylaw. In the case where the
           Commission is requested in writing to enforce this bylaw against a person allegedly
           in violation of this bylaw and the Commission declines to act, the Commission shall
           notify, in writing, the party requesting enforcement of any action or refusal to act and
           the reasons therefore, within 21 days of receipt of the request. M. Historic Districts (1) Dickinson Local Historic District
