b. A Residential Rental Property that does not pass the initial or renewal inspection, but
      has complied with all other requirements of Section G.2. above, may be issued a
      Conditional Permit. The Conditional Permit shall specify the duration of the
      Conditional Permit and the time frame during which the inspection deficiencies shall
      be remedied. No later than the expiration of the Conditional Permit, the Principal
      Code Official or designee shall inspect or re-inspect the Property. A Residential
      Rental Permit may be issued after inspection or re-inspection showing correction of
      the deficiencies, and payment of any additional fees. If, after inspection or re-
      inspection, the Residential Rental Property does not pass, the Principal Code Official
