Any person may make a complaint to the Animal Welfare Officer regarding an
   alleged violation of section B(2)(a) of this bylaw. Upon receipt of a complaint, the
   officer shall investigate, and may issue a written order that the dog be temporarily
   restrained or muzzled, as the officer deems necessary. Within 21 days of the issuance
   of a written order, the officer shall file a report requesting a hearing by a hearing
   officer appointed by the Town Manager. On receipt of a report and after examination
   of the complaint, the hearing officer may take actions the officer deems necessary.
   The Keeper of a dog subject to an order of the hearing officer may, within 10 days,
   file an appeal in district court. (5) Impoundment
