360 chars(3) If the Commission determines that an application for a Certificate does not involve
any Exterior Architectural Features, or involves an Exterior Architectural Feature that
is not subject to review by the Commission under the provisions of this bylaw, the
Commission shall forthwith issue a Certificate of Non-Applicability.
