A. In accordance with Section 2.14 of the Charter, the Town Council is authorized to
   promulgate regulations governing the location, time, and duration of parking for all purposes,
   including the pickup or delivery of goods, wares and merchandise, repairs, service, waste
   handling, or recycling, within public ways in the town and upon all public rights-of-way,
   easements, and leaseholds used or intended for pedestrian or vehicular passage. The Town
   Council shall have the authority to amend the regulations from time to time and to set
   penalties for violations. Prohibitions and restrictions under the regulations shall become
   enforceable upon installation of signs giving notice thereof.
