(4) If the Commission determines that the application involves an Exterior Architectural
           Feature subject to review under this bylaw, it shall hold a public hearing on the
           application, except as may otherwise be provided in this bylaw. The Commission
           shall hold a public hearing within 45 days from the date of the filing of the
           application. At least 14 days before the public hearing, public notice shall be given by
           posting on the Town Bulletin Board. The notice shall identify the time, place, and
           purpose of the public hearing. Concurrently, a copy of the public notice shall be
           mailed: (1) to the applicant; (2) to the owners of all adjoining properties and of other
           properties deemed by the Commission to be materially affected thereby, all as the
           owners appear on the most recent real estate tax list; (3) to the Planning Board; (4) to
           any person filing a written request for notice of hearings, to be renewed yearly in
           December; and (5) to other persons as the Commission shall deem entitled to notice.
