“Pre-Development” means the conditions that exist prior to the proposed disturbance activity.
   Where phased Development or plan approval occurs (preliminary grading, roads and utilities,
   etc.), the existing conditions at the time prior to the first plan submission shall establish Pre-
   Development conditions.
