In the present case, E failed to produce any evidence of a retaliatory
                motive other than temporal proximity, there was no evidence that sup-
                ported a conclusion that the department took the adverse personnel
                actions in retaliation for E’s disclosure rather than for her underlying
                misconduct, and, although the human rights referee observed that the
                department had told E that she ‘‘was [being] punished for the . . . inci-
                dent’’ involving W, this, alone, did not establish retaliatory motive, as it
                was E’s failure to confirm W’s credentials and the potentially improper
                approval of W’s appointment that, in combination with additional
                instances of deficient work performance, led to the adverse personnel
                actions.
