          her in response to that disclosure. The department appealed the referee’s
          decision to the trial court, which sustained the department’s appeal and
          rendered judgment thereon, concluding that the commission lacked
          subject matter jurisdiction to adjudicate E’s whistleblower complaint,
          that E had not made a protected whistleblower disclosure under § 4-
          61dd, and that E had failed to establish a causal connection between
          any alleged whistleblower disclosure and the alleged retaliation. There-
          after, the commission appealed to the Appellate Court, which concluded
          that the commission had jurisdiction but nevertheless affirmed the trial
          court’s judgment on the merits in favor of the department. On the
          granting of certification, the commission appealed to this court. Held:
