3. This court declined to address the department’s claim that E’s disclosure
             concerned misconduct in municipal government to which § 4-61dd does
             not apply because, even if § 4-61dd does not apply to misconduct in
             municipal government, the misconduct that E reported was that the
             department, a state agency, made an error in approving W for the position
             of Hartford’s acting director of health:
