In the present case, the commission’s petition for certification focused
                on the broad claim that the Appellate Court incorrectly had determined
                that E’s disclosure was not a protected disclosure under § 4-61dd, but
                the commission limited its briefing on the merits to the narrower issue
                on which this court granted certification, and the interests of justice
                weighed heavily in favor of not penalizing the commission for this court’s
                certification of a more narrowly tailored issue than the issue on which
                the commission had sought certification.
