(b)​is consistent with the technical criteria contained in FEMA’s guidelines and
standards for flood risk analysis and mapping.

(3)​ In riverine areas within Zones A and AE, in which no regulatory floodway is
designated on the city’s Flood Insurance Rate Map, the floodway is determined to
be the channel of the river or other watercourse and the adjacent land areas to a
distance of one-half (1/2) the width of the floodplain as measured from the
normal high-water mark to the upland limit of the floodplain.

Sec. 5-133.​ Development in coastal floodplains.

​ Any development in coastal floodplains, shall meet the following standards in
addition to the standards set forth in Sec. 5-131:

(1)​ Location. New construction located within Zones AE and VE shall be located
landward of the reach of mean high tide except as provided in Sec. 5-133(6).

(2) Utilities. New construction or substantial improvement of any structure located
within Zone VE shall have the bottom of all electrical, heating, plumbing,
ventilation and air conditioning equipment, permanent fixtures and components,
HVAC ductwork and duct systems, and in any other utility service equipment,
facilities, machinery, or connections servicing a structure, elevated to at least
one (1) foot above the base flood elevation. Systems, fixtures, equipment, and
components shall not be mounted on or penetrate through walls intended to break
away under flood loads.
