​ The office of building inspector is hereby created.

Sec. 5-58.​ Building inspector to issue permit upon applicant's compliance with
prerequisites.

​ The building inspector shall issue a building permit upon the applicant's:

(1)​ Completing the building permit application.

(2)​ Except as provided in subsection (c) below, submitting to the building inspector:

​ (a)​ A site plan, which plan shall be drawn to scale and show:

​ ​ 1.​ The size and location of all proposed building work and of all
existing structures; and

​ ​ 2.​ Documentation, certified by a land surveyor registered with the State
of Maine, showing compliance with all applicable setback requirements
in the following format:

​ ​ ​ A.​ For construction of a new principal structure or a detached
accessory structure affixed to a permanent foundation, a full
boundary survey:

​ ​ ​ B.​ For additions or alterations to an existing principal structure
other than as described in paragraph (c) below: a boundary
survey. No boundary survey shall be required for additions and
alterations as described in paragraph (c) below.

​ ​ ​ C.​ The Code Enforcement Director may waive the requirement for
boundary surveys pursuant to subsections A and B above, at
their sole discretion, if the proposed work is located at least
5 feet interior to the lot from a setback boundary. If a survey
requirement is waived by the Code Enforcement Director, the
Director may assign conditions of approval on the permit.
