(2)​ Obtain information, make records and keep as permanent records the actual
elevation (in relation to mean sea level) of the lowest habitable floor
(including basement) of all new or substantially improved structures in Areas of
Special Flood Hazard.

(3)​ Notify adjacent municipalities and the Maine Department of Environmental
Protection and the Maine Floodplain Management Program in the Maine State
Planning Office prior to any alteration or relocation of a watercourse and submit
copies of such notifications to the Federal Emergency Management Agency.

(4)​ Submit such reports regarding participation in the National Flood Insurance
Program as may be required by FEMA.

DIVISION 4. DEVELOPMENT STANDARDS

Sec. 5-131.​ Development in all areas of special flood hazard.

​ In all Areas of Special Flood Hazard, except as otherwise provided in coastal
high hazard areas or floodways, development shall meet the standards set forth in this
section.

(1)​ General. All development shall:
​ SOUTH PORTLAND CODE

​ (a)​ use construction materials resistant to flood damage;

​ (b)​ use construction methods and practices that minimize flood damage;

​ (c)​ be designed or modified and adequately anchored to prevent flotation
(excluding piers and docks), collapse or lateral movement of the
development resulting from hydrodynamic and hydrostatic loads, including
the effects of buoyancy; and
