1316 of the National Flood Insurance Act of 1968, as amended from time to time.

Sec. 5-112.​ Planning board standards for proposed development.

​ The Planning Board shall, when reviewing subdivisions and other proposed
developments that require Planning Board review under federal law, state law, local
ordinances or regulations, and all projects on five (5) or more disturbed acres or in
the case of manufactured homes, parks divided into two (2) or more lots, determine that
such developments meet the following standards, in addition to existing subdivision,
site plan, and other applicable standards:

(1)​ The development will minimize flood damage.

(2)​ All public utilities and facilities, such as sewers, gas lines, electrical and
water systems, will be located and constructed to minimize or eliminate flood
damage.

(3)​ Adequate drainage is provided so as to reduce exposure to flood hazards.

(4)​ Subdivision and site plans of the proposed development include base flood
elevations, flood boundaries, and, in a riverine floodplain, floodway data.
These determinations shall be based on engineering practices recognized by the
​ SOUTH PORTLAND CODE

Federal Emergency Management Agency.
