​ Code Enforcement Officer. A person certified under 30-A M.R.S.A. § 4451
(including exceptions in § 4451(1)) and employed by the city to enforce all applicable
comprehensive planning and land use laws.

​ Conditional use. For the purposes of this article, a use that, because of its
potential impact on surrounding areas and structures, is permitted only upon review and
approval by the Planning Board pursuant to Secs. 5-112--113 of this article.

​ Containment wall. A wall surrounding all sides of an above ground tank to contain
any spills or leaks.

​ Coastal high hazard area. The area subject to high velocity waters, including,
but not limited to, hurricane wave wash or tsunamis.

​ Development. Any manmade change to improved or unimproved real estate, including,
but not limited to, construction of structures; placement of manufactured homes,
mining, dredging, filling, grading, paving, excavation, or drilling operations; and
storage of equipment or materials.

​
Elevated building. A non-basement building that is:

(1) built, in the case of a building in Zones A or AE so that the top of the elevated
floor, or in the case of a building in Zone VE, to have the bottom of the lowest
horizontal structural member of the elevated floor elevated above the ground level by
means of pilings, columns, posts, or piers; and,

(2) adequately anchored so as not to impair the structural integrity of the building
during a flood of up to one (1) foot above the magnitude of the base flood.
