c. all components of the anchoring system described in Sec.
5-131(8)(a-b) above shall be capable of carrying a force of
four thousand eight hundred (4,800) pounds and all additions to
the manufactured housing shall be similarly anchored.

(b)Zone A shall:

1. be elevated on a permanent foundation as described in
Sec. 5-131(8)(a)(2), such that the lowest floor
(including basement) of the manufactured home is at
least one (1) foot above the base flood elevation as
described in Sec.5-112(4), Sec. 5-122(8)(a)(2), or Sec.
5-124(2);

2. in the absence of all data described in Sec.
5-131(8)(b)(1) above, be elevated to at least two (2)
feet above the highest adjacent grade to the structure;
and,

3. meet the anchoring requirements of Sec. 5-131(8)(a)(3).

(c)Zone VE shall meet the requirements of Sec. 5-133.

   All manufactured home developments within Areas of Special Flood Hazard
shall file an evacuation plan with the state bureau of civil emergency
preparedness, indicating alternate vehicular access and escape routes.

(9) Recreational vehicles.

 (a) Recreational vehicles placed on sites located within Zones A and AE shall
be fully licensed and ready for highway use and may remain for fewer than
one hundred eighty (180) consecutive days. A recreational vehicle is ready
for highway use if it is on its wheels or jacking system, is attached to
the site only by utilities and security devices capable of quick
disconnection and has no permanently attached additions.

 (b) Any recreational vehicle which remains longer than one hundred eighty (180)
days or is not fully licensed and ready for highway use shall meet the
permit requirements and elevation and anchoring requirements for
manufactured homes.
