(b)​ In Zone VE, wharves, piers, and docks shall have a registered professional
engineer shall prepare or review the structural design, specifications, and
plans for the construction.

Sec. 5-132.​ Development in floodways.

​ Development in the floodway shall meet the following standards in addition to the
standards set forth in Sec. 5-131 and the requirements of Article XIII of Chapter 27:

(1)​ In riverine areas within Zone AE, encroachments, including fill, new
construction, substantial improvement, or other development shall not be
permitted in a regulatory floodway which is designated on the city’s Flood
Insurance Rate Map unless a technical evaluation certified by a registered
professional engineer is provided, demonstrating that such encroachments will not
result in any increase in flood levels within the city during the occurrence of
the base flood discharge.

(2)​ In riverine areas within Zones A and AE, for which no regulatory floodway is
designated on the city’s Flood Insurance Rate Map, encroachments, including fill,
new construction, substantial improvement, or other development shall not be
permitted within the floodway as determined in Sec. 5-132(3) unless a technical
evaluation certified by a registered professional engineer is provided
demonstrating that the cumulative effect of the proposed development, when
combined with all other existing development and anticipated development:

(a)​ will not increase the water surface elevation of the base flood more than one
(1) foot at any point within the community; and,
