 Adjacent grade. The natural elevation of the ground surface prior to construction
next to the proposed walls of a structure.

 Agricultural structure. A structure that is used exclusively for agricultural
purposes or uses in connection with the production, harvesting, storage, raising, or
drying of agricultural commodities and livestock. Structures that house tools or
equipment used in connection with these purposes or uses are also considered to have
agricultural purposes or uses.

 Area of Special Flood Hazard (ASFH) or Special Flood Hazard Area (SFHA). Land
in the floodplain having a one (1) percent or greater chance of flooding in any given
year, as specifically identified as Zones A, AE, and VE as designated in the City’s
adopted Flood Insurance Study and Flood Insurance Rate Map.

 Base flood. The flood having a one (1) percent chance of being equaled or
exceeded in any given year, commonly called the 100-year flood.

 Basement. Any area of a building having its floor subgrade (below ground level)
on all sides.

 Breakaway wall. A wall that is not part of the structural support of the building
and that is intended through its design and construction to collapse under specific
lateral loading forces, without causing damage to the elevated portion of the building
or supporting foundation system.
 SOUTH PORTLAND CODE

 Building. Any structure used or intended for supporting or sheltering any use or
occupancy.

 Certificate of compliance. A document signed by the Code Enforcement Officer
stating that a structure is in compliance with all of the provisions of this article.
