​ (2)​ Utilize the base flood and floodway data contained in the city’s “Flood
Insurance Study” in the review of applications. In Special Flood Hazard
Areas where base flood elevation and floodway data are not provided,
obtain, review and reasonably utilize any base flood elevation and floodway
data from federal, state or other technical sources, including information
obtained pursuant to Sec. 5-122(8)(a)(2)(a), Sec. 5-132, and Sec. 5-112(4),
to administer this article. If the city establishes a base flood elevation
in Zone A in accordance with Sec. 5-122(8)(a), the Code Enforcement Officer
shall submit that data to the Maine Floodplain Management Program.

​ (3)​ Make interpretations, where needed, of the boundaries of the areas of
special flood hazards as shown on the city’s FIRM.

​ (4)​ Determine compliance with shoreland zoning provisions of Article XIII of
Chapter 27 of the Code of Ordinances.

​ (5)​ Determine that all necessary permits have been obtained from those federal,
state and municipal agencies from which prior approval is required by
federal or state law, including, but not limited to, Section 404 of the
Federal Water Pollution Control Act Amendments of 1972, 33 U.S.C. 1344.

(b)​ The Code Enforcement Officer shall also coordinate their review of Flood Hazard
Development Permit applications with any review and approval required of the
Planning Board as provided for in this article. In doing so, the Code Enforcement
Officer shall:

​ (1)​ Send all information in their possession which may be relevant to site
plan, special exception, floodplain management, shoreland zoning,
conditional use, and subdivision review to the Planning Director.
