​ The Code Enforcement Officer shall be designated as the local Floodplain
Administrator. The Floodplain Administrator shall have the authority to implement the
commitment made to administer and enforce the requirements for participation in the
National Flood Insurance Program.

​ Before any construction or development, including the placement of manufactured
homes, begins within any Special Flood Hazard Area, a Flood Hazard Development Permit
shall be obtained from the Code Enforcement Officer. This permit shall be required
prior to issuance of a building permit, if one is required, and shall be in addition to
any other permits, including site plan, special exception, shoreland zoning, and
subdivision approvals, which may be required pursuant to the ordinances of the city or
federal or state law.

Sec. 5-122.​ Application for permit.

​ Application for a Flood Hazard Development Permit shall be made on forms provided
by the Code Enforcement Officer and shall be signed by the property owner or his duly
authorized agent. The application shall include the following:

(1)​ The name, address, and phone number of the property owner, applicant, and
contractor.

(2)​ An address and a map indicating the location of the construction site.
