1,701 chars
​ (a)​ the base flood at the proposed site of all new or substantially improved
structures, which is determined:

1. in Zones AE and VE from data contained in the Flood Insurance Study of
the city, as described in Sec. 5-105 and Sec. 5-112(4); or,

2. in Zone A:

a. from any base flood elevation data from federal, state, or other
technical sources such as FEMA’s Quick-2 model, FEMA 265, including
information obtained pursuant to Sec. 5-132 and Sec. 5-112(4),

b. in the absence of all data as described in Sec. 5-122(8)(a)(2)(a),
information to demonstrate that the structure shall meet the elevation
requirements of Sec. 5-131(5)(b)(2), Sec. 5-131(6)(b)(2), or Sec.
5-131(8)(b)(2);

​ (b)​ the highest and lowest grades at the site adjacent to the walls of the
proposed building;

(c)​ the lowest floor, including basement; and whether or not such structures
contain a basement; and,

(d)​ the lowest machinery and equipment servicing the building; and,

​ (e)​ in the case of nonresidential structures only, the level to which the
structure will be floodproofed.

(9)​ A description of an elevation reference point established on the site of all new
or substantially improved structures for which elevation standards apply as
required in Sec. 5-131.

(10)​ Written certifications by:

(a)​ a Professional Land Surveyor that the grade elevations shown on the
application are accurate; and,

(b)​ A Professional Land Surveyor, or registered professional engineer or
architect that the base flood elevation shown on the application is
​ SOUTH PORTLAND CODE

accurate.

(11)​ The following certifications by a registered professional engineer or architect
as required by Division 4 of this article:
