1.​ to at least one (1) foot above the base flood elevation utilizing
information obtained pursuant to Sec. 5-112(4), Sec. 5-122(8)(a)(2),
or Sec. 5-124(2); or,

2.​ in the absence of all data described in Sec. 5-131(5)(b)(1), to at
least two (2) feet above the highest adjacent grade to the structure.

(c)​ Zone VE shall meet the requirements of Sec. 5-133.

(6)​ Non-Residential. New construction or substantial improvement of any
non-residential structure located within:

(a)​ Zone AE shall have the lowest floor (including basement) elevated to at
least one (1) foot above the base flood elevation, or together with the
attendant utility and sanitary facilities shall:

1.​ be floodproofed to at least one (1) foot above the base flood
elevation so that below that elevation the structure is watertight
with walls substantially impermeable to the passage of water;

2.​ have structural components capable of resisting hydrostatic and
hydrodynamic loads and the effects of buoyancy; and,

3.​ be certified by a registered professional engineer or architect that
the floodproofing design and methods of construction are in
accordance with accepted standards of practice for meeting the
provisions of this section. Such certification shall be provided with
the application for a Flood Hazard Development Permit as required by
Sec. 5-122(11) and shall include a record of the elevation above mean
sea level to which the structure is floodproofed.

(b)​ Zone A shall have the lowest floor (including basement) elevated:

1.​ to at least one (1) foot above the base flood elevation utilizing
information obtained pursuant to Sec. 5-112(4), Sec. 5-122(8)(a)(2),
