It is the express purpose of this Ordinance to minimize the adverse visual impacts of
       Personal Wireless Service Facilities, to avoid damage to adjacent properties, to lessen
       impacts on surrounding properties, to lessen traffic impacts, to minimize use of towers, to
       reduce the number constructed and to limit emissions in order to minimize potential
       adverse effects on human and animal health. This ordinance is intended to be used in
       conjunction with other regulations adopted by the city of Worcester, including historic
       district regulations, site plan review, and other local ordinances designed to encourage
       appropriate land use, environmental protection, and provision of adequate infrastructure
       development in the city of Worcester.
