The judgments are reversed and the cases are remanded for a new trial limited to the issue of whether the relators had insufficient, income within the meaning of § 46a-64c (b) (5) and, in the event that the commission prevails on the issue of the defendant’s liability, for a hearing to determine the appropriate remedy. In this opinion NORCOTT and PALMER, Js., concurred.
