We are not persuaded, however, that section 8 assistance recipients categorically are excluded from the *789class of potential tenants with “insufficient income” to sustain their tenancies. Such a construction of the exception would, in effect, read it out of the statute under the very circumstances in which the statute, ab initio, is most likely to apply. That cannot be what the legislature had in mind.
