Even if we were doubtful, however, about the depth of the legislature’s understanding of the section 8 program, we should not read into a remedial statute an *782unstated exception that would undermine the legislature’s manifest intent to afford low income families access to the rental housing market. 32 H.R. Proc., supra, p. 8777. The principles of statutory construction direct us to construe remedial statutes “liberally in order to effectuate the legislature’s intent.” Knight v. F.L. Roberts & Co., 241 Conn. 466, 474, 696 A.2d 1249 (1997); Okee Industries, Inc. v. National Grange Mutual Ins. Co., 225 Conn. 367, 373, 623 A.2d 483 (1993).
