A closer examination of the statute makes it clear that the exception is not as lacking in standards as would appear on first reading. We may obtain useful guidance by considering the common meaning of the statute’s terms. See General Statutes § 1-1. The word “sufficient” is a relative term. Black’s Law Dictionary (6th Ed. 1990) defines it as “[a]dequate, enough, as much as may be necessary, equal or fitfor end proposed, and that which may be necessary to accomplish an object. Of such quality, number, force, or value as to serve a need or purpose.” (Emphasis added.)
