Contrary to the assertion of the majority, therefore, the conflict between the employee’s and the employer’s expressive rights is presented by this case, at least insofar as that conflict must necessarily inform the question of statutory interpretation that this case presents. Moreover, that conflict is presented “in light of the particular facts and circumstances presented” by the plaintiffs allegations in this case. I turn, therefore, to the question of statutory interpretation presented in this appeal. II
