WHEREAS, the Moratorium was necessary to provide the City with time to
study its own ordinances to determine the implications of many residents’
recent experience of sudden and significant increases in rent, jeopardizing
those residents’ ability to remain in their homes and/or afford to pay for
other basic necessities, and to draft an amendment or amendments to the South
Portland Code of Ordinances to address the concerns identified in Sec. 12-260;
and

WHEREAS, the heightened housing uncertainty for many City residents that
continues to exist as well the length of time that the Moratorium has been in
place make it increasingly difficult, if not impossible, for Tenants to pay
deferred rent under Sec. 12-263(b) of Ordinance #24-21/22, and, therefore, it
is necessary and appropriate to eliminate such deferred rent payment; and
 WHEREAS, the problems giving rise to the need for the Moratorium still
exist; and

WHEREAS, the City has been actively studying those problems since the
date of the adoption of the Moratorium and drafting amendments to the South
Portland Code of Ordinances that will adequately address the same such that
reasonable progress is being made to alleviate the problems giving rise to the
need for the Moratorium, but the City has not yet completed that work;
NOW, THEREFORE, all provisions of Secs. 12-260, 12-261, 12-262, 12-263
(as amended by Ordinance #8-22/23), 12-264, 12-265, 12-266, 12-267 and 12-268
of this Chapter are hereby extended for an additional one hundred and eighty
(180) days from November 27, 2022 to May 26, 2023.

Sec. 12-501. Title; Purpose.
