(a) It shall be unlawful for the owner of any dwelling, dwelling unit, rooming
house, rooming unit and premises against which any lawful order has been issued
by the health officer pursuant to this article to sell, transfer or otherwise
dispose thereof to another, unless he shall first furnish to the grantee prior
to transfer thereof, a true copy of any order issued by the health officer and
at the time notify the health officer in writing of the intent to transfer
either by delivering the notice to the health officer and receiving a receipt
therefor, or by registered mail, return receipt requested, giving the name and
address of the person to whom the transfer is proposed.

(b) In the event of any violation of the terms of this section, the grantor shall
be subject to a penalty of not less than fifty dollars ($50.00) nor more than
one hundred dollars ($100.00) in addition to any penalties imposed for failure
to comply with any lawful order of the health officer.

Sec. 12-38. Health officer to make inspections.

The health officer is hereby authorized and directed to make inspections to
determine the condition of dwellings, dwelling units, rooming houses, rooming units
and premises located within this city in order that he may perform his duty of
safeguarding the health and safety of the occupants of dwellings and of the general
public.

Sec. 12-39. Right of entry to make inspections.

For the purpose of making inspections authorized and directed by section 12-38,
the health officer is hereby authorized to enter, examine and survey at all
reasonable times all dwellings, dwelling units, rooming houses, rooming units and
premises.
