WHEREAS, the combination of high rents and low vacancy rates has resulted in
heightened housing uncertainty for many City residents;
WHEREAS, the uncertainty created by the possibility of losing affordable
housing and homelessness is a danger to the public health, safety and welfare;
WHEREAS, the City Council finds that an emergency measure is necessary and
essential to prevent the irreparable injury tenants will suffer due to
unanticipated, unbudgeted, and significant rent increases, or due to the
service of certain eviction notices upon tenants;

WHEREAS, under Secs. 222 and 225 of the City Charter, the City Council has the
power to enact an emergency ordinance, not in conflict with general laws, as
necessary to protect public health, safety and welfare;
