Sec. 12-46. When condemned dwelling may again be used for human habitation; when
health officer to remove placard.

(a) No dwelling, dwelling unit, rooming house or rooming unit which has been
placarded as unfit for human habitation shall again be used for human
habitation until written approval is secured from, and such placard is removed
by, the health officer.
(b) The health officer shall remove such placard whenever the defects upon which
the placarding action is based have been eliminated.

Sec. 12-47. Removing or defacing placard prohibited.

No person shall deface or remove a placard placed pursuant to this article from
any dwelling, dwelling unit, rooming house or rooming unit which has been declared
unfit for human habitation except as otherwise provided in this article.

ARTICLE III. RESPONSIBILITIES OF OWNERS AND OCCUPANTS GENERALLY

Sec. 12-69. Cleanliness of dwelling units, public areas.

(a) No owner shall occupy or let to any other occupant any vacant dwelling unit
unless it is clean, sanitary, and fit for human occupancy.
(b) Every owner of a dwelling containing two (2) or more dwelling units shall be
responsible for maintaining in a clean and sanitary condition the shared or
public areas of the dwelling and premises thereof.

(c) Every occupant of a dwelling or dwelling unit shall keep in a clean and
sanitary condition that part of the dwelling, dwelling unit and premises
thereof which he occupies and controls.
