(a) Any person violating any of the provisions of this chapter for which no penalty
is provided or failing to comply with any lawful order or direction of the
health officer in the enforcement of this chapter shall be guilty of a
misdemeanor and shall, upon conviction, be subject to a fine not less than ten
dollars ($10.00) nor more than one hundred dollars ($100.00) for each day of
such violation.

(b) Notwithstanding the above penalties, the penalty provisions of section 1-8
shall govern.

Sec. 12-32. Health officer to give notice of alleged violations; notice requirements.

(a) Whenever the health officer determines that there are reasonable grounds to
believe that there has been a violation of any provision of this chapter, he
shall give notice of such alleged violation to the person or persons
responsible therefor, as hereinafter provided.

(b) Such notice:

(1) Shall be put in writing;
(2) Shall include a statement of the reasons why it is being issued;

(3) Shall allow a reasonable time for the performance of any act it requires;
(4) Shall be served upon the owner or his agent, or the occupant, as the case
may require, provided that such notice shall be deemed to be properly
served upon such owner or agent or upon such occupant if a copy thereof
is served upon him personally; or if a copy thereof is sent by registered
mail to his last known address; or if he is served with such notice by
any other method authorized or required under the laws of this state;
