The overall argument advanced by HUD is that the Act requires an acquisition for a project, such as public works, to satisfy the definition of “displaced persons.” HUD doubtlessly concedes that if Sky Tower were voluntarily and consciously acquired, e. g., by eminent domain, in order to demolish it and sell the vacant land, there would be acquisition for a “program or project.”
