The commissioner of social services is authorized to provide such guarantees “for use by [qualified persons] in lieu of a security deposit on a rental dwelling unit.” General Statutes § 17b-802 (a). The guarantee is “a written agreement to pay the landlord for any damages suffered by the landlord due to the tenant’s failure to comply with such tenant’s obligations . . . provided the amount of any such payment shall not exceed the amount of the requested security deposit.” General Statutes § 17b-802 (b). 4
