Moreover, most benefits provided by the state come in the form of a money payment, rather than a guarantee. Accordingly, we conclude that the statute is susceptible to two competing interpretations, and in accordance with § l-2z, we consider the legislative history of § 46a-64c. Our review of that legislative history has revealed unusually conclusive evidence that indisputably settles the question before us.
