70 For example, the denial rate of 33% for Black applicants means that one person of three was denied for a loan. This could be an

anomaly, or it could be the beginning of a pattern. Likewise, while the 100% approval rate for Latino and Pacific Islander applicants in
the lower-income category doesn’t suggest a problem, one denied applicant in either category would cause the denial rates to exceed
or equal the denial rates for Asian applicants or White applicants. Of course, the small sample size is an issue in and of itself, as
discussed above.
