Within each of these themes, factors that act as fair housing impediments and/or tools will be presented, and
those factors’ impact on fair housing will be briefly summarized in “assessments.” After those assessments, this
plan offers recommendations that could address impediments to fair housing choice. Not all identified fair
housing issues are matched with a recommendation. Rather, only recommendations that could be accomplished in
the near-term to medium-term (over the next five years) are given. In the final part of this plan, the
recommendations presented here will be consolidated in an implementation plan.
