Taking certain phrases out of context, the Board argues the language now codified at section 1806, subdivision (a)(8)(vi) was intended to “prohibit evictions in converted condominium units.” (Santa Monica City Attorney, June 10, 1984 Staff Report, p. 2 (Staff Report).) Obviously this statement should not be taken at face value; the amendment itself excepted conversions for which removal permits had been obtained. What is clear from the staff report, and wholly overlooked by the Board, is that the language currently found at section 1806, subdivision (a)(8)(vi) was expressly intended to close the Santa Monica Pines loophole. (Staff Report, supra, at p. 20.) 10
