provides, “Any landlord who desires to remove a controlled rental unit from the rental housing market by . . . conversion ... is required to obtain a permit from the Board prior to such removal from the rental housing market in accordance with rules and regulations promulgated by the Board.” Section 1813, however, provides, “Section 1803(t) of this Article shall not apply to any building for which approval has been received pursuant to [TORCA], All other provisions of this Article, however, shall continue to apply with full force and effect to each unit in any building receiving approval pursuant to [TORCA].”
