Considering the language of the RCL in conjunction with TORCA, the construction that best gives effect to all provisions is one which renders TORCA conversions exempt from the RCL provision requiring removal permits for owner-occupancy evictions from condominium units. The entire TORCA scheme was designed to create an alternative to the procedure of conversion by removal permit. If all TORCA conversion owners are required to obtain a removal permit in order to evict nonparticipating tenants for owner-occupancy, TORCA’s advantage of bypassing the removal permit requirement disappears.
