501 charsTORCA’s statement of purpose states, in pertinent part, “It is sound policy to encourage . . . Tenant-Participating Conversions to allow tenants to purchase the units which they occupy and, at the same time, protect tenants who do not purchase their units.” (§ 2000, subd. (b).) The Board construes the phrase “protect tenants who do not purchase their units” to include nonparticipating tenants. This construction is not supported by the plain language of the article. “Participating tenants” are all
