Under TORCA, an application for condominium conversion had to be approved if tenants representing two-thirds of the units agreed to the conversion and tenants representing 50 percent of the units indicated their intent to purchase the units. (§ 2002, subds. (f) & (h).) TORCA specifically provided that RCL section 1803, subdivision (t), requiring removal permits for conversions, would not be applicable to TORCA conversions. (§ 2007.)
